Fort Collins council advances Housing Action Plan grant fund transfer

The Fort Collins City Council voted 6-0 Tuesday to approve on first reading Ordinance No. 068, 2026, authorizing a budget transfer tied to a state grant for the city’s new Housing Action Plan. The ordinance moves already appropriated matching funds for a Colorado Department of Local Affairs Housing Planning Program grant from a lapsing budget to a non-lapsing budget within the same fund, allowing work on the plan to continue.

Councilmember Josh Fudge made the motion to adopt the ordinance on first reading, describing it as a transfer of appropriated grant funds for the DOLA award to develop a new Fort Collins Housing Action Plan. The measure passed without discussion.

The agenda identified the ordinance as Discussion Item 26. Supporting materials said the transfer was needed to shift the grant match from a lapsing budget to a non-lapsing budget within the same fund. Those materials also said Mayor Emily Francis was recused because of her role with DOLA, and the ordinance was approved on first reading by the six remaining council members.
