Fort Collins council approves Downtown Development Authority board appointments after recusal move

The Fort Collins City Council voted Tuesday to approve Resolution 2026-088, making appointments to the Downtown Development Authority Board. The resolution fills vacancies that will exist on the board as of June 30, 2026. The item passed 6-0 after being pulled from the consent calendar to allow Councilmember Anne Nelsen to recuse because her employer is one of the appointees.

Mayor Emily Francis first asked for public comment and council questions on the item, but there were none. A motion to adopt the resolution was made and seconded, and the council then approved it without further discussion.

The appointments were taken up separately as Agenda Item 24 rather than as part of the consent calendar. City staff had removed the item specifically so Nelsen could avoid participating because of the conflict tied to her employer.

The brief vote cleared the way for the new appointments to take effect as the current vacancies open at the end of June.
