Fort Collins assigns 2026 bond capacity to two affordable-housing projects

The Fort Collins City Council voted Tuesday to assign the city’s 2026 private activity bond capacity to two affordable-housing projects. Half of the allocation will go to Housing Catalyst and half to the Colorado Housing and Finance Authority, supporting rehabilitation of Country Ranch Apartments and construction of Bristlecone Affordable.

The bond capacity would allow both projects to pursue 4% Low-Income Housing Tax Credit financing under Resolution 2026-077. The two developments are affordable rental housing projects that require private activity bond capacity to use that financing tool.

During public comment, Israiah Steyer of District 3 questioned whether directing more money to Housing Catalyst would address what he described as high administrative costs. Steyer said he had reviewed Housing Catalyst’s fiscal year 2025 report and was concerned that administrative costs were consuming a large share of available money.

The resolution was listed as Item 19 on the consent agenda. The staff summary described the assignment as a way to direct the city’s 2026 private activity bond authority toward the two housing projects.
