Fort Collins council approves 24 consent agenda items in 7-0 vote after pulling one appointment
Fort Collins City Council voted 7-0 Tuesday to approve the rest of its consent calendar after pulling one item for separate consideration. The bundled vote covered items 1 through 23 and 25, with Item 24 removed beforehand so Councilmember Anne Nelsen could recuse herself from that appointment vote.
The consent agenda included 24 items spanning first- and second-reading ordinances, housing and bond resolutions, judge reappointments and a Housing Catalyst board appointment. Mayor Emily Francis said the city manager had moved Item 24 from the consent calendar for discussion, and no other council members asked to pull additional items for individual debate before the roll-call vote.
After the vote, Mayor Pro Tem Julie Pignataro highlighted Item 12, describing it as an impact grant of nearly $4 million for work tied to transportation, buildings, land use and waste management. She said the city plans to use the grant for transportation and safety improvements and to revisit building performance standards.
Councilmember Chris Conway pointed to Item 20 and said he wants future discussions about how the city balances preservation of existing affordable housing against creating new supply. He said he is still learning more about how the Human Services and Housing Funding Board and the Affordable Housing Board make those decisions, and added that he sees procedural issues worth reviewing.
Pignataro also commented on the same affordable housing item, saying the funding in that resolution amounted to only about 1% of the demonstrated development and construction need in the community. While thanking both boards for their work, she said the council needs to recognize the gap in housing funding as the city faces a budget shortfall.
