Weld County continues ordinance for up to $250 million in justice center financing to Nov. 4
The measure would cap annual lease payments at $22 million and interest at 5.85% under a lease-purchase structure. It would also allow transaction details to be finalized within those limits.
Weld County commissioners on Monday continued until Wednesday, Nov. 4, at 9 a.m. an emergency ordinance authorizing up to $250 million in financing to build the Weld County Justice Center.
The ordinance would authorize a financing framework for construction of the justice center through a lease purchase structure and the issuance of up to $250 million in certificates of participation.
Maximum annual lease payments would be $22 million, with a maximum interest rate of 5.85%, Jackie Trout, the county's chief financial officer, told the board. The ordinance would also delegate authority to Trout to finalize transaction details within those maximums so the county can act in a timely way in the market.
The board waited because Commissioner Lynette Peppler was absent from the Monday meeting. A speaker opening the item said the board intended to continue the matter until all five commissioners were present. Another speaker said continuing it to Wednesday would be ideal.
Trout introduced Melissa Buck of UMB Financial Services as the county's municipal financial advisor. Trout said she was unsure whether the advisor could attend Wednesday morning and asked the commissioners to raise any questions for her on Monday.
No questions came. A speaker said the matter had been discussed for several months, adding, "I don't have any questions at this time."
