City directs affordable-housing commitment filing

From the Fort Lupton City Council meeting of

The council directed the Planning Department to file Fort Lupton’s Local Government Affordable Housing Commitment, required for local affordable-housing projects to qualify for Proposition 123 funding. The commitment would establish cost limits and record the city’s current baseline, while calling for at least 3% growth in affordable units each year for three years, or 9% by the end of 2029. The updated calculation sets a 90-unit target, based on 200 average new residential permits a year, multiplied by 15% and three years. The next cycle excludes Naturally Occurring Affordable Housing units and requires formal affordability restrictions, though incentives could count a unit as 1.1 to 1.2 units, so the city might not need 90 total units. The filing deadline is November 1, 2026; missing the target would make the city ineligible for Year 7 funding in 2030, but it could make a new two-year commitment in Year 5 (2031).

Adopted with the consent agenda (carried).
