Windsor opens conditional-use permits to temporary modular buildings in 12 zones

From the Windsor Town Board meeting of

In the attached residential district, eligibility is limited to the Trevenna Annexation and part of the Tacincala Annexation. Temporary accessory outdoor storage qualifies in the limited industrial district only with phased development of an enclosed indoor storage facility.

The Windsor Town Board approved an ordinance on second reading Oct. 12 making temporary modular buildings eligible for conditional-use permits in 12 zoning districts.

The districts include residential, commercial, industrial and agriculture holding zones. In the single-family attached residential district, eligibility applies only to the Trevenna Annexation and a portion of the Tacincala Annexation. A staff presentation lists Nov. 11 as the ordinance’s effective date.

The ordinance says some code language restricts permits in conflict with its intent to consider unique uses not allowed by right in any zone, except where the code provides otherwise. It says the amendments aim to remove conflicting language, allow consideration of previously unconsidered uses and promote public health, safety and welfare. The change deletes the last line of the conditional-use provision to allow more flexibility in granting permits.

Temporary accessory outdoor storage is also eligible for a conditional-use permit in the limited industrial zone. That eligibility applies only when the storage is used with a phased development for an indoor enclosed storage facility.
