Fort Lupton approves up to $99,950 for water-valve trailer

The Fort Lupton City Council approved buying a Wachs valve exercise trailer from Intermountain Sales for Public Works water-line maintenance for up to $99,950 from the Utility Fund. The 2026 Utility Fund budget includes $95,000 for the trailer under its Water Lines Repair capital improvement project. Another $50,000 set aside for valve replacement will not be used this year. An additional $4,950 will be transferred to cover the purchase.
The city's action memorandum says Public Works needs the trailer to maintain the water distribution system, including cleaning valve boxes and opening and closing valves. The city sought a new, current-model-year, self-contained trailer-mounted valve-exercising and vacuum system. Its planned uses include routine valve exercising, cleaning flooded or debris-filled valve boxes and minor hydro-excavation work.
The city advertised for bids Aug. 26 and opened four bids Sept. 24, with prices ranging from $82,913.25 to $127,894. The action memorandum says the $82,913.25 low bid, for a Hurco model, did not perform well during an on-site demonstration. It says staff considered the Wachs system more sophisticated and capable of meeting the city's needs after demonstrating two systems available in the area.
The action memorandum lists the unit as available in four weeks.
