The Fort Lupton City Council approved a contract amendment Oct. 6 changing how pipeline allottees pay pump costs. Beginning with the fiscal 2027 billing statement, they must pay their allocated share of annual administration, operation, maintenance and repair costs for the Pump Project. The charges apply whether or not they intend to use or have used their additional pipeline capacity.
The amendment deletes one paragraph and a sentence from another in the 2001 contract. The deleted sentence recalculated cost percentages for participants using capacity when others in the same phase were not. The amendment says it aims to simplify how allottees are charged for annual pump costs and clarify three current contract schedules.
“It should be,” a presenter said when asked whether the cost amount would stay the same. Fort Lupton would probably get a little more from the western side because a larger share it needed to take had been held off by the pump plant, the presenter said. The city's proportional capacity allocation and related payment obligations cannot change without its prior written consent.
Northern's board would also approve and update the agreement, the presenter said. The amendment is between Fort Lupton and the Southern Water Supply Project Water Activity Enterprise. The enterprise is owned by the Northern Colorado Water Conservancy District.
