Windsor sets $250,000 annual DDA base

The agreement replaces the 2011, 2016 and 2021 funding agreements and provides Town funding to the DDA for fiscal years 2027 through 2031 through a $250,000 annual sales-tax base and sales-tax revenue above that base within DDA boundaries, less the portion dedicated to open-space acquisition. The DDA may use the funds for budgeted operations, projects, programming, capital work and reserves only with Town approval of its annual budget, and must budget $250,000 each year for capital improvements or related plans and designs. In the second quarter of fiscal year 2031, the Town and DDA will review downtown needs and progress, future Town funding and the disposition of any reserve remaining on Dec. 31, 2031.
