Finance report tracks budgets and contracts

The comparative financial statements run through July 31, 2026, and the report said Revenue Recovery Group had provided no new updates while evaluating a sales-tax refund request covering 2022 through 2025. The Finance Committee selected ClingerHagerman, LLC, which has an office in Greeley, to provide audit services for five years starting in 2027. Operating requests were being refined and revisited ahead of the Oct. 6 budget work session; the procurement list showed the Town Center Expansion Project as an active solicitation, while streetlight maintenance and holiday lighting were under evaluation. Luke Wagner said permits and materials use tax were down and affecting impact fees. Staff said most impact fees for 2026 were tracking with budget, with a few slightly below, and that a detailed forecast of projected houses, developments and related fees would be part of the Oct. 6 work session. Luke Wagner said sales tax was up 7%; staff said a supplemental budget appropriation might be needed, with more known later in the year, and if needed would come in December with other finance-related requests, typically concerning expenditures rather than revenues.
