New Clubhouse Building Planned for The Grove in Bloom Apartments

Pedcor Investments is constructing a 4,350-square-foot clubhouse building for The Grove in Bloom apartment complex at 3142 Bellamy Lane in Fort Collins, according to a commercial building permit filed with the city.

Signature Construction LLC of Carmel, Indiana will serve as the general contractor for the amenity building. David Serie is listed as the primary licensed professional on the project.

The Grove in Bloom offers 624 bedrooms across three and four-bedroom lease units within the larger Bloom mixed-use development along East Mulberry Street, according to project documents. The apartment complex received 2024 Round Two Housing Tax Credits from Colorado Housing and Finance Authority, indicating the project includes affordable housing components.

Bloom Development Context

The clubhouse will serve residents of a development situated within Bloom, a 226-acre mixed-use neighborhood transformation project that Fort Collins City Council approved through the Mulberry-PUD Master Plan on December 16, 2021.

The broader Bloom development includes approximately 1,600 homes total with an emphasis on affordability, along with 20 to 30 acres of commercial space, parks and trails, according to Fort Collins planning documents.

Housing Catalyst LLC serves as a Special Limited Partner in the tax credit partnership for The Grove in Bloom development, according to Housing Catalyst board records.

The project was designed to connect with trails in Phase I of Bloom and enhance connections with the Mosaic area, according to Colorado Housing and Finance Authority application documents.

Developer Background

Pedcor Investments operates as a national affordable housing developer with projects across multiple states. Andrew White of Pedcor serves as the applicant on the Fort Collins clubhouse permit.

No completion date has been announced for the clubhouse building. The permit remains active with Fort Collins' building department.
