Sixteen Fort Collins Police Services employees completed a 40-hour Supervisors' Leadership Academy on October 9, receiving training in leadership styles, agency policies, and best practices through a program that emphasizes professional development across the department.

The Session 4 graduates represented multiple divisions within FCPS, participating in an interactive course designed to prepare supervisors for management roles throughout the agency. The program concluded with instruction from Ron Bayne of Embassy Consulting, who specializes in law enforcement leadership training.

The academy represents part of FCPS's broader commitment to professional development that aligns with department values of respect, integrity, service, and engagement, according to the agency's policy manual. The training focuses on preparing supervisors to translate organizational vision into operational practice at the street level.

Embassy Consultant Brings National Expertise

Ron Bayne serves as Director of Training and Consulting for Embassy Consulting, bringing over 30 years of law enforcement experience including service as a retired Arizona police commander. Bayne holds graduate degrees in Counseling/Human Relations from Northern Arizona University and Criminal Justice from New Mexico State University.

Embassy Consulting provides law enforcement leadership training across all 50 states, with Bayne serving as a master instructor for FBI-LEEDA from 2014 to 2024. He developed the Front Line Leadership course that focuses on emotional resilience, ethical leadership, organizational culture, conflict resolution, and team-building using experiential learning and scenario-based instruction.

The company specializes in training for police supervisors, officers, and public safety personnel, with methodology centered on reality-based, hands-on supervisor training that aligns with modern Peace Officer Standards and Training requirements.

Academy Supports Career Advancement

Fort Collins Police supervisors who complete the leadership academy receive documented professional development that may provide competitive advantage in promotional evaluations. The 40-hour course counts toward required training hours and continuing professional education aligned with Colorado POST standards for supervisor development.

Career progression at FCPS requires five years of line-level experience for supervisory advancement, along with successful completion of the agency's promotional testing process including written exams, oral boards, and leadership assessments. Completion of the Supervisors' Leadership Academy serves as a highly recommended credential for promotion eligibility, though it is not mandatory.

Graduates become eligible for placement on promotion eligibility lists for up to 24 months and may receive preference in evaluations where leadership competencies such as communication, team management, and conflict resolution are prioritized, according to FCPS policy documents.

The academy specifically develops frontline supervisory skills emphasizing emotional resilience, ethical decision-making, organizational leadership, and accountability. The training prepares supervisors to effectively manage teams across district, patrol, and specialized assignments throughout the department.

Training Reflects Regional Law Enforcement Standards

The professional development initiative comes as Northern Colorado law enforcement agencies maintain comprehensive training programs designed to ensure personnel readiness across multiple emergency response scenarios.

FCPS operates under personnel policies that prioritize promoting or hiring qualified individuals to supervisory positions as vacancies occur, maintaining professional standards and ethical leadership throughout the organization. The department's approach to supervisor training reflects national best practices for law enforcement leadership development.

The academy represents one component of FCPS's comprehensive training structure, which includes initial academy training, ongoing in-service education, and specialized skill development coordinated through the Personnel and Training Unit.

Session frequency for the Supervisors' Leadership Academy typically occurs once or twice annually, though exact scheduling depends on departmental needs and supervisor vacancy cycles. The program is structured to support the agency's mission of providing compassionate, professional law enforcement services to Fort Collins residents.
