Larimer County draft housing plan open for comment through Dec. 4
The draft calls for annual growth in affordable housing and preservation of homes serving low- and moderate-income households. County staff will answer questions at a Nov. 30 open house before commissioners consider adoption Dec. 7.
Larimer County has opened a 30-day public comment period, running through Dec. 4, on a draft Housing Action Plan for affordable housing in unincorporated Larimer County.
The draft plan's first stated goal is to increase the affordable housing supply by 3% per year, in alignment with Proposition 123 goals. Its second is to preserve the existing housing stock that currently serves low-and-moderate income households, not existing housing generally.
Staff from the county's Office of Housing Stability will hold an in-person open house on Nov. 30 from 5 to 6:30 p.m. to hear community feedback and answer questions. It will be at the Larimer County Administrative Services Building, Boyd Lake Conference Room, 200 W. Oak Street, Fort Collins.

The Board of Larimer County Commissioners' formal adoption hearing is set for Dec. 7, ahead of final submission to the Colorado Department of Local Affairs. Public input is critical to refining the draft before that hearing, the county said.
The plan's remaining goals are:
- Expand housing stabilization efforts to support vulnerable households and prevent evictions
- Increase the supply of diverse housing options by expanding the types of products and available price points
The plan was developed to meet local needs and align with Colorado Senate Bill 24-174, the county said. That law requires jurisdictions with more than 5,000 residents to complete a Housing Needs Assessment and Housing Action Plan.
Root Policy was hired to develop the plan. It used data analysis from the Regional Housing Needs Assessment, community engagement feedback and direction from county leadership.
Each municipality in Larimer County will adopt its own plan using data analysis from the recently completed Regional Housing Needs Assessment.
