Loveland police arrested three people in connection with the Sept. 21 shooting near the I-25 and Eisenhower Boulevard offramp, police said, after investigators resolved the case Tuesday evening.
The suspects are Jose Silva, Andres Valles and a juvenile. Police said they face two counts of attempted murder in the first degree (F2), under CRS 18-3-102, and assault in the first degree (F3), under CRS 18-3-202.

On Monday, Sept. 21, shortly after midnight, Loveland police officers responded to an iPhone crash notification near the I-25 and Eisenhower Boulevard offramp. Officers found two people with gunshot wounds.
Police said the two sustained life-threatening injuries and were transported for emergency medical care. They remain stable but continue to face significant recovery, police said.
Evidence gathered during the investigation confirmed the incident was targeted, Loveland police said. The suspects are believed to have known one of the victims, police said.
Police said the suspects also face these charges:
- Illegal discharge of a firearm (F5), under CRS 18-12-107.5
- Conspiracy to commit a felony (F6), under CRS 18-2-201
- A crime of violence and violent crime charge, causing death or serious bodily injury (SE), under CRS 18-1.3-406
Police said Valles also faces a charge of possession of a weapon by a previous offender (F6), under CRS 18-12-103.
The department's Criminal Investigations Division has worked around the clock on the case since the incident, police said. They credited local, state and federal partners with making the arrests possible, including the Thornton, Westminster and Commerce City Police Departments, the District Attorney's Office, CIAC, FBI Task Forces and ATF.
"These incidents have no place in our community," said Sergeant J. Pfoff. "When they occur, our department will relentlessly pursue those responsible. We remain committed to protecting everyone in Loveland and will continue working tirelessly to ensure justice is served."
The listed charges are accusations, and the defendants are presumed innocent until and unless proven guilty. Police said their understanding of the incident may change as additional evidence is collected, analyzed and reviewed.
