Ladera plan keeps $95 million debt cap

From the Timnath Town Council meeting of

Council approved Ladera’s 2027 plan and budget, subject to technical or other non-substantive changes deemed necessary by the Town Manager. The plan anticipates $25 million in limited-tax general-obligation and special-revenue bonds in the first quarter of 2027; public-improvement costs across all phases are estimated at about $95 million. The unchanged $95 million debt authorization is shared with Ladera Metropolitan Districts Nos. 1 and 2. If either district issues debt, its principal amount, excluding refinancings, reduces the BID’s borrowing limit. The plan anticipates 25 adjusted mills for debt service, plus the 10 mills historically imposed for operations and maintenance. Its aggregate 50-mill cap on debt-service and general-operations levies per property is adjustable for qualifying changes after Jan. 1, 2018, in assessed valuation, tax credits, cuts, abatements or assessment ratios. Construction is underway and expected to continue in 2027; planned improvements include water, sanitation, streets, sidewalks, parking, lighting, landscaping and drainage. Parks and trails must be open free to the public, including Town residents outside the district.

Adopted with the consent agenda (carried).
