Revised allocation would leave $4.33 million for hub

From the Fort Collins Urban Renewal Authority Board meeting of

FCURA’s 2020 strategic plan divided about $13.8 million in projected remaining tax-increment funding among Community Hub, Connected & Vibrant Neighborhoods and Infrastructure at 50%, 25% and 25%. A revised allocation would shift $0.44 million from Community Hub and $1.41 million from Infrastructure to cover the $1.86 million Vibrant Neighborhoods overspend, leaving $4.33 million for Community Hub and exhausting allocations for the other two categories. The revised shares would be 48% for Community Hub, 32% for Vibrant Neighborhoods and 19% for Infrastructure. The preliminary 2027 tax warrant projects about $500,000 less revenue than in 2026 and an approximately $2.0 million cumulative reduction in net cash available from 2027 through 2030. FCURA’s estimate of remaining funds fell from approximately $6.8 million to approximately $4.3 million after adjustments to the tax-increment forecast and increased operating costs for Plaza Unidas and property maintenance. Possible additional funding includes property sales or ground leases, DOLA grants and state transit-related funding; the value of those sources is not known.
