Handbook sets chair and committee limits

From the Loveland City Council meeting of

The resolution adopts a handbook for the city’s more than 20 boards, commissions and committees, with its term-limit rules taking effect November 1, 2027, when Resolution #R-24-2026 is repealed. Until then, Resolution #R-9-2025 governs, and the new resolution serves as persuasive authority where it does not conflict. The handbook sets no term limits for board and commission members unless state law, the City Charter or the Code provides them; the board or commission hosting a committee sets its terms, up to 18 months. Starting November 1, 2027, chairs may serve no more than three consecutive terms, or as designated by ordinance, and no more than nine years on the same board or commission. After three consecutive terms, a member must leave the chair role for at least one full term before serving as chair again. The chair-limit clock starts with Spring 2028 appointments.

Adopted with the consent agenda (carried, 8-0).

  3. Item 7.2Loveland sends all 22 charter review applicants to public interviews

The increase draws on federal grant revenue and the Airport Fund’s unassigned balance, with no General Fund money. Work also includes lighting, signage, drainage and taxiway improvements, with substantial completion expected in early November.

The schedule replaces prior city, Stormwater Enterprise and Utilities Department rates for bills mailed Jan. 1 or later. The General Fund property-tax rate remains 9.564 mills.
