West Elizabeth contract could gain up to five years
The proposed ordinance would authorize the purchasing director to extend the city’s professional-services agreement with Felsburg Holt and Ullevig for up to five additional years after its current term ends Dec. 31, 2026, with renewals in one-year increments. City code generally limits service contracts, including renewals, to five years unless an ordinance authorizes a longer term. The project did not reach 100% design during its original term and a city-issued extension, amid scope and routing revisions and pauses during construction-funding challenges and alternatives review. If approved, two new work orders would complete design of the Foothills Transit Station and Overland Trail roundabout, now at 90%, and the West Plum Street segment, at 60%. Neither segment has construction funding. Completed designs could help the city identify funding and build in phases; design funds have already been appropriated, so the extension would require no additional appropriation.
