Fast-track review would cover more affordable projects

From the Fort Collins City Council meeting of

The proposed amendment would revise the land-use code’s affordable-housing section. Rental projects would qualify for fast-track review with either 10% of units at 60% of area median income (AMI) or 20% at 80% AMI; for-sale projects would qualify with 10% at 80% AMI, 20% at 100% AMI or 50% at 120% AMI. The agenda summary says the changes exceed the state minimum and would make fast-track review available to a wider range of affordable-housing projects. State requirements call for a 90-day fast-track review through Basic Development Review and alignment of affordable-housing definitions with state law; local jurisdictions were to comply by Nov. 1, 2026. The city listed no financial impact. The ordinance text lists Nov. 3 for second-reading final passage and Nov. 13 as its effective date.
