About $882,000 would shift to NISP

From the Fort Collins City Council meeting of

The ordinance would transfer $881,802.98 from the Water Fund Halligan capital project account to the Water Fund Operating account for the 2026 NISP participation obligation and a one-time Storage Agreement payment. The staff summary lists $766,154 for participation and $115,648.98 for participation analysis expenses. The Halligan capital project had $18,433,773 unexpended and available for transfer. The proposed Twenty-Second Interim Agreement would make Fort Collins a NISP participant through December 31, 2026, allocate 1,200 NISP Units and set the city’s May 1–December 31, 2026 participation cost at $766,154. The city intends its participation to correspond to 9,860 acre-feet of Glade storage. The agreement would not require the city to join later phases or continue participating beyond its term, would cap its financial obligation at the amount set in the agreement and would allow the city to terminate at any time.
