Lot 7 development exempt from Highway 60 work

From the Johnstown Town Council meeting of

The adopted amendment exempts the approximately 12-acre Lot 7 immediately north of Lot 1 from triggering the Highway 60 improvements: extending Basher Drive to State Highway 60 and sanitary sewer, improving storm sewer, and extending a 12-inch water line across Interstate 25 to Daybreak Avenue. The Town may not require construction, installation, completion or guarantees of those improvements, or financial security for them, as a condition of approving or recording a subdivision plat, approving a site or development plan, or issuing a building permit or certificate of occupancy for Lot 7. The exemption applies even if a final plat changes the parcel’s configuration or designation. The improvements remain deferred and must be addressed in a later agreement for development of Tract 1 and Lot 2 beyond Lot 7; the original obligations remain in force for the rest of those properties.

Adopted with the consent agenda (carried).

The proposal would phase in the permanent reductions over four years, affecting unrestricted general operating mills while leaving the library levy untouched. Any General Fund gap would have to be addressed through other revenue or spending changes.
