Greeley approves 32 townhome lots at 71st Avenue and 19th Street

The application includes no architectural elevations or builder-specific plans because final home selections have not been made. Plans and elevations will be reviewed when building permits are submitted.

The Greeley Planning Commission approved a subdivision for 32 single-family townhome lots on about 3 acres at the southeast corner of 71st Avenue and 19th Street.

A project representative said the homes would be individually owned rather than built to rent, with enhanced exteriors and additional masonry. A neighboring property owner's objection letter criticized the plan for using 32 separate three-quarter-inch water lines and meters instead of shared building meters. The letter estimated monthly base charges of $21.75 for water and $21 for sewer for each owner, regardless of consumption. Across the 32 homes, it estimated $12,825 a year in added overhead compared with shared meters.

“Potentially, that could be 64 cars,” a resident said, questioning where they would park. The objection letter warned that vehicle overhangs and fire-lane parking restrictions on the 22-foot private drive could obstruct emergency vehicles. It asked for fewer homes, parking bays of at least 10 by 20 feet, an expanded emergency-vehicle turnaround and a draft of neighborhood covenants before approval.

Melissa Wheeler said each two-story townhome would have a two-car garage. She said the project would also have 37 off-street parking spaces, bringing the total to more than three per home. Commissioner Jeff Carlson said the fire department had reviewed the project multiple times and accepted it at that point.

A resident worried that storms could flood Grace Pointe, which sits at a lower elevation than the site. The objection letter alleged that the drainage plan relied on an expired, 20-year-old commercial proxy. Carlson said a conformance letter used an existing drainage report showing capacity in the regional detention center for the development.

The project narrative says final home selections have not been made. The application therefore includes no architectural elevations or builder-specific plans. Building plans and elevations will be reviewed when building permits are submitted.
