Loveland housing Fast Track: who qualifies and how it works

At least half of a project’s units must be affordable to qualifying households, whose monthly housing costs cannot exceed 30% of income. The planned review would run from application acceptance through the final decision.

As of July 2, 2026, Loveland had committed to creating a 90-day review process for affordable housing development and increasing the number of affordable housing units in the city by the end of 2026.

Here's which projects qualify, when the 90-day clock runs and what the plan provides for coordination before and during review.

Which housing projects can qualify for Loveland's Fast Track?

Loveland's July 2, 2026, page described the Fast Track as available to developers of housing projects with at least half their units affordable to qualifying households. For ownership units, households can earn up to 120% of Area Median Income; for rental units, they can earn up to 60%. Monthly housing costs must be no higher than 30% of the household's monthly income.

The city directs developers to the Colorado Housing Finance Authority website for a chart of rent and income limits for the current year.

When does Loveland's 90-day review start and end?

The planned 90-day review was to start when the city accepted an application and end with the final decision on the project.

How can developers coordinate with Loveland before and during review?

The city's July 2, 2026, plan called for a step-by-step flowchart with opportunities to coordinate before an application is submitted and discuss potential solutions during review.
