Greeley adopts ordinance to vacate alley for Weld County Judicial Center

A separate preliminary plat would combine the existing parcels and alley into one 3.709-acre lot. The county agreement assigns the city responsibility for relocating the wastewater line, at an estimated cost of $1 million.

Greeley City Council adopted an ordinance Oct. 6 to vacate a public alley segment for development of the Weld County Judicial Center. The alley runs through Block 66, generally bounded by 10th and 11th avenues and 9th and 10th streets.

A separate preliminary plat would consolidate Block 66’s existing parcels and the alley once it is vacated. That would create one 3.709-acre lot for the future judicial center. The Planning Commission approved the preliminary plat Sept. 8.

The ordinance finds the vacation would not leave adjoining land without an established public road or a private-access easement connecting it to another established public road. It also finds the vacation would not harm any adjacent property owner. Based on the city’s comprehensive plan and other adopted plans and policies, the ordinance finds the alley serves no continuing public right-of-way purpose now or in the foreseeable future.

Water and sewer utilities in the alley have been relocated, and “other impediments have been removed,” a staff member said. The Greeley–Weld County agreement assigns Greeley responsibility for relocating the wastewater line outside the West Block alley at an estimated cost of $1 million.
