Prior-year reserves would fund city work

Ordinance No. 127 would use prior-year reserves for a $50,000 opioid-use-disorder program, $47,190 in manufacturing-equipment rebates and $263,090 in ERP work, plus a $25,000 transfer to Data & Communications for ERP expenses. It would appropriate $109,000 for FC Moves salaries, with unused funds returning to reserves; $1,329,157 for insurance premiums and claims; $655,780 for utility banking and card fees; and $752,148 for water-main repairs. Golf Fund would receive $199,575 for minor capital projects and $95,000 for water use. Other appropriations include $280,121 as a Clean Fleet Grant match, $195,000 for a parking-office HVAC replacement, $2,000,000 for medical claims and $3,750 for a non-lapsing transit adjustment. Transfers of $111,860 and $39,122 would support the Vine Bridge Replacement and Drake & College projects. Specified capital and grant appropriations would remain available through project completion or, for grants, until grant expiration or full expenditure. The ordinance gives Oct. 16, 2026, as its effective date.
