About $1 million would fund pedestrian upgrades

The ordinance would transfer and appropriate $1,003,544 to the Pedestrian Intersection Improvements project, bringing its anticipated total funding to $2,460,856. The amounts include transfers of $579,934 from bicycle-infrastructure funds, $50,000 from sidewalk funds and $50,000 in previously appropriated Transportation Services funds, plus appropriations of $323,536 from Transportation Capital Expansion Fee funds and $74 from Transportation Services reserves. The ordinance would authorize a $3,699 transfer to Art in Public Places: $2,885 for art projects, $740 for operations and $74 for maintenance. The project would cover five locations: a Pedestrian Hybrid Beacon at West Prospect Road and Prospect Lane; protected-only left-turn phasing evaluation and ramp improvements at East Mulberry Street and Remington Street, where 74 crashes, including 11 approach-turn crashes, occurred from 2016 through 2020; and Rectangular Rapid Flashing Beacons at Sharp Point Drive and March Court, West Lake Street and Aggie Trail, and Kechter Road and Old Mill Road. All proposed improvements would meet the federal Access Board’s Public Right-of-Way Accessibility Guidelines. The appropriations would remain available until the project is completed rather than lapse at the end of the fiscal year.

Passed on first reading with the consent agenda (carried, 6-0).
