147.499 acres would join Fort Collins
The proposed ordinance would annex 147.499 acres at the northeast corner of Ziegler Road and East Horsetooth Road, bringing the site under city jurisdiction for future development once statutory requirements are completed, including filings with the Larimer County Clerk and Recorder. Cottonwood Land & Farm petitioned for the annexation; 5,384.55 feet, or 40.5% of the site’s roughly 13,295-foot perimeter, is contiguous with Fort Collins, exceeding the state’s one-sixth requirement. Resolution 2026-114, adopted concurrently with the first reading, found the property met annexation requirements, required no election and imposed no additional terms or conditions. The ordinance would not obligate the city to construct water mains, sewer lines, gas mains, electric service lines, streets or other utilities, except as provided by city ordinances, and would include the property in the Municipal Subdistrict of the Northern Colorado Water Conservancy District. The vacant site has been used primarily for sand and gravel mining, and its state mining permit is in reclamation status. A development plan under review proposes phased housing, a future neighborhood commercial center and affordable housing. Staff anticipated a second reading on October 20, 2026, and an annexation effective date of October 30, 2026.
