$1.55 million would fund Lemay-Drake safety work

The ordinance would provide a net total of $1,550,067 in project appropriations, including $1,549,760 from prior-year Transportation Capital Expansion Fee reserves and $307 from prior-year Transportation Services reserves, for property acquisition and a replacement traffic signal at Lemay Avenue and Drake Road. It would also transfer $15,347 from Capital Projects to Arts and Culture: $11,971 for art projects, $3,069 for program operations and $307 for maintenance. Project funds would remain available until the project is complete. The project would add a southbound right-turn lane, convert signals on all four approaches to flashing yellow arrows, expand refuge islands on the northwest and southeast corners, replace accessible ramps at all four corners and add a raised pedestrian crossing in the proposed right-turn lane. The intersection has an excess crash cost of $460,000 per year compared with a typical four-legged intersection where the roads meet at right angles, and almost three more injury crashes per year than expected given its traffic volumes and geometry. The city anticipates an 80% reduction in approach-turn crashes based on similar treatments at other Fort Collins locations.
