Windsor gets $50,000 to develop down payment aid
The proposed program would target town and school employees and first responders. Its needs and goals analyses are underway, with workforce validation still pending.
Windsor received a $50,000 grant to develop down payment assistance aimed at town and school employees and first responders, according to a Sept. 28 presentation to the Town Board.
Pike Peak Capital was selected to develop the Windsor Down Payment Assistance Program. The program team is drafting two analyses of needs, barriers and goals, with workforce validation still pending for the goals analysis. The presentation says 103 survey responses will help estimate demand and likely borrower behavior.
The presentation says Windsor’s next Proposition 123 cycle runs from 2027 through 2029, with a Nov. 1 submittal deadline. Staff said the town still must decide whether to opt in by then and will hold another work session on new goal calculations and related numbers. The presentation says Windsor’s goal was 45 affordable units, and 46 were added at Jacoby Meadows Senior Apartments. House Bill 1313 changes how affordable housing goals are calculated.
The Strategic Growth Element would identify land that could become affordable housing and assemble feasibility information for developers, a staff member said. But the inventory would be “a map of a lot of hypotheticals,” the staff member said, because property owners have a large part in deciding what happens on their land. Staff described the element as a guide to options if a parcel develops, not a requirement to develop it.
The Strategic Growth and Water elements must become part of Windsor’s comprehensive plan under Senate Bill 174, staff said. The Strategic Growth Element is due by Dec. 31 and needs Planning Commission adoption, staff said. Windsor has three water providers, staff said. The presentation says staff is working with Water Resources and the town’s other water providers on the Water Element.
