Town would create downtown authority fund

The ordinance would add Section 4-45 to the Johnstown Municipal Code and create a fund for Tax Increment Financing revenue the Town collects from Weld County for the Johnstown Downtown Development Authority. Unless otherwise restricted, the fund could pay the authority’s expenditures and other lawful purposes associated with it.
