City Manager’s Waste Contract Authority Expanded

The ordinance would remove the restriction barring the City Manager from approving contract amendments that increase the city’s obligations and responsibilities under the residential waste collection program. In consultation with the City Attorney, the City Manager could approve and execute amendments deemed necessary to facilitate the program, but Council approval would still be required for amendments that increase customer costs without a commensurate service improvement or substantially change the contract’s purpose. The change is intended to streamline an anticipated amendment aligning the program with Colorado’s statewide Extended Producer Responsibility program, which may add city oversight responsibilities.
