The ordinance appropriates $5,525,525 in new General Fund revenue or other funds from the Extended Producer Responsibility Program for recycling education, outreach and residential curbside collection upon the City’s execution of an agreement with the Circular Action Alliance. The appropriation would remain available until the grant expires or the City spends all grant funds. The related agreement outlines $185,525 for education and outreach, $40,000 for City administrative costs, $5,300,000 to offset curbside recycling costs and $172,996 for the Timberline Recycling Center, with the Timberline amount to be handled through the Streets Department’s 2027 budget process. Education funding would reach 54,000-69,000 households, while the curbside funds would be paid to Republic Services as discounts for more than 37,700 residents.
