$103,500 funds arts master plan

The ordinance appropriates $103,500 from prior-year Arts and Culture Fund reserves for a Community Arts and Art in Public Places Master Plan, including $90,000 for consultant services and $13,500 for a 15% contingency. No General Fund appropriation is requested. The ordinance takes effect Sept. 25, 2026. City staff and a consultant will develop the plan through research, community and stakeholder engagement, and recommendations on program effectiveness, governance, funding, public art policies, staffing and equity. The process is scheduled to begin in October 2026, include a spring 2027 Council work session and conclude with a final plan and any proposed ordinance or policy updates in summer 2027.
