Greeley council to discuss possible sales tax ballot measure for economic development

The Greeley City Council is set to discuss Aug. 11 whether to refer a potential sales tax measure to voters on the November 2026 ballot to support economic development investments, according to a city news release.

If council chooses to refer the measure, it could ask voters to approve a dedicated sales tax for community economic development projects. The city said discussions are expected to include funding for work underway in west Greeley and downtown, including the Cascadia/Catalyst project and the Downtown Civic Campus project.

City officials said no ballot measure has been approved and key details have not been determined, including the proposed tax rate, how long it would last, what the revenue could be used for and the ballot language. The council’s discussion is expected to focus on whether to send a measure to voters and what it would include.

The city said it is continuing to move ahead with plans to finance the new City Hall through Certificates of Participation, in line with previous council direction. Officials said a voter-approved funding source, if one is identified, could provide an alternative revenue stream for the economic development projects and reduce the city’s long-term reliance on capital funding for debt service.
