Greeley council approves consent agenda after pulling two items for separate debate

The Greeley City Council voted Tuesday to approve the bulk of its consent agenda, advancing items 9-13, 15-17 and 19-21 after pulling the Civic Campus development services agreement and the Great Western Industrial Park annexation package for separate discussion. The en bloc vote passed 6-0. The action cleared routine approvals, a legal settlement, a court action tied to a stalled hotel project, several fire-protection exclusion resolutions tied to past annexations, and first readings for zoning and annexation measures including Great Western Industrial Park and Arroyos del Sol.

The consent package included approval of minutes from three July meetings and a $291,014 work order with Na Ali'i under an existing city contract for additional Cameron Peak Fire mitigation design work. The design work covers two culvert upgrades on Beaver Creek serving access to High Mountain Reservoir infrastructure at Comanche and Hourglass reservoirs. City documents say the added work is fully reimbursable through the city's participating agreement with the U.S. Forest Service.

Council also approved a $200,000 settlement with Dinasty Kramp to resolve claims against the city, its officers and employees arising from an officer-involved shooting that resulted in a death. Another resolution authorized the city attorney to initiate legal action related to 2495 28th St., where a Residence Inn project stopped construction in 2024 and the owner has accumulated nearly $500,000 in building and stormwater fines.

Another consent item approved an intergovernmental agreement for the City of Greeley to provide administrative services to the Greeley Urban Renewal Authority. Under that agreement, GURA will pay the city an annual fee equal to 1% of tax increment financing revenue deposited into its four current TIF districts, plus 0.5% of revenue deposited into its operating account, under an initial three-year term.

Three resolutions in the consent package addressed fire-protection service for previously annexed properties, authorizing city fire service and related court filings to remove those properties from outside fire districts so owners do not pay for overlapping service. Those measures covered the Cache annexation, the Seeley Lake and Willow Vista annexations, and the Schmerge and Kinnison annexations.

The consent vote also moved forward first-reading land-use measures. Item 19 introduced initial zoning for about 325 acres at Great Western Industrial Park, with industrial zoning on most of the property and conservation zoning on a smaller river-area parcel, and set a public hearing and second reading for Aug. 18. Council also introduced the 999.72-acre Arroyos del Sol annexation and matching conservation zoning, also scheduling both for Aug. 18. City documents describe Arroyos del Sol as Greeley's newest natural area, acquired with a conservation easement intended to preserve the land as open space.
