Block 3 of Fourth Street project set to reopen Friday in downtown Loveland

Block 3 of downtown Loveland’s Fourth Street revitalization project is set to reopen to vehicle traffic and parking on Friday, July 24, the city said. The block runs between Lincoln and Cleveland avenues and includes the historic Rialto Theater.

The reopening marks the fourth of five blocks completed as part of the Heart Improvement Plan’s Fourth Street Revitalization Project. City officials said the block will return to public use during the summer, with a grand opening and block party planned for Saturday, Sept. 12 in conjunction with the annual Pastels on 5th Street event.

According to the city, work on Block 3 included major underground utility upgrades for water, stormwater, power, telecommunications and gas systems. Above ground, crews added streetscape improvements intended to level sidewalks, improve pedestrian crossings and support walkability for businesses and community events.

Loveland Downtown Development Authority Director Sean Hawkins said completing the central block was a major milestone for the project and described Fourth Street as “the heart of our downtown.” Public Works Director Will Jones said the city was proud to have helped revitalize the block and that the upgrades were built to serve the community for the next century.

The historic clock on Fourth Street is being professionally restored with DDA funding and will be reinstalled near its original location in the coming months, the city said. The downtown Christmas tree will also return to Fourth Street this holiday season in front of the Rialto Theater. Construction continues on Block 4, and the city said the final block is anticipated to be complete by late fall 2026.
