Larimer County Planning Commission on June 17: LifeQuest rezone hearing continued to July 15

The Larimer County Planning Commission’s June 17 meeting centered on the proposed LifeQuest Campus and Retreat Center rezone, with commissioners ultimately deciding to carry the matter into July after a hearing that focused on both the project’s broader land-use fit and concerns tied to a nearby drinking-water source. Before that hearing began, the commission also took up routine business and approved its May 20 meeting minutes.

The commission’s main procedural action was to continue the LifeQuest rezone hearing to July 15 rather than recommend approval or denial on the request to rezone about 235 acres at 100 Sunrise Ranch Rd. for a mixed-use retreat and campus project.

A major point of contention in the hearing was a dispute over water-safety risks to Loveland’s reservoir, as county staff and Loveland utility officials warned the proposal could threaten a primary drinking-water source while the applicant argued engineered controls would improve conditions compared with what current zoning allows.

Commissioners also heard broad public support alongside concerns about whether the project fits the county’s mountain-foothills planning framework, with staff recommending denial on the grounds that the proposal does not meet the land use code or comprehensive plan.
