Loveland's $24.5M Project Closes Cleveland Avenue Lanes for 12 Weeks Starting Jan. 26

The City of Loveland will begin utility work at Cleveland Avenue and East 4th Street on Jan. 26, triggering approximately 12 weeks of alternating lane shifts and single-lane closures on a major downtown north-south corridor. This is the first traffic disruption tied to the $24.5 million 4th Street Revitalization, part of the larger Heart Improvement Plan.

Construction elsewhere downtown will intensify delays. Crosswalk installation at 3rd Street and Cleveland Avenue is expected to begin in early March and take approximately four weeks. Work in the Railroad Avenue area is scheduled to begin in early February and be completed in March.

Work runs 7 a.m. to 7 p.m. weekdays, with some Saturday work possible. At least one southbound lane will stay open throughout. Business entrances and sidewalks will remain open on 4th Street between Lincoln and Cleveland Avenues during construction.

Drivers should use East 7th Street, East 1st Street, Washington, and Lincoln Avenues to avoid delays.

The 4th Street Revitalization addresses five blocks along 4th Street extending from North Garfield Avenue to North Washington Avenue.

Utility fees cover $12 million of the $24.5 million cost; the remaining $12.5 million comes through municipal bonds. No General Funds are used for the project.

The city is currently one week ahead of schedule due to favorable weather in late December and early January. The Heart Improvement Plan's 4th Street Revitalization Project should be substantially completed by the 2026 holiday season, according to the city.
