Loveland Accelerates Encampment Removals While Racing to Secure Permanent Shelter

Loveland City Council voted 6-3 on Jan. 6 to speed up enforcement of its encampment ban by eliminating a 60-day waiting period before clearing camps from public property. The ordinance returns Jan. 20 for a final vote—the same day council votes on purchasing a building at 599 71st Street for a permanent shelter.

With 116 unsheltered residents documented in the city's most recent count and March 15 looming, Loveland's ability to execute both enforcement and shelter plans simultaneously will test its commitment to responsible implementation.

The city said it is committed to implementing changes responsibly and will outline enforcement details once the ordinance passes.

The Loveland Resource Center operates 24/7 through March 15 under a temporary permit, though staffing may reduce daytime hours; overnight services are prioritized.

The purchase has an April 7 closing deadline but depends on selecting a nonprofit operator. Two applications are under confidential review pending contract award. The site requires rezoning and Planning Commission approval before finalization, with public outreach conducted by the eventual operator.

A 2022 count documented 116 unsheltered people in Loveland out of 186 total experiencing homelessness. That single-night snapshot likely undercounts unsheltered residents but offers baseline context for understanding how many people may be affected by faster encampment clearances.
