Loveland to Charge 2.85% Fee on Credit and Debit Card Payments Starting Jan. 20

Beginning Jan. 20, Loveland will charge a 2.85% fee on credit and debit card payments, shifting processing costs from the city budget to cardholders. The surcharge marks a broader move toward fee-based cost recovery, affecting routine payments from bus fares and tickets to permits and burials.

The fee applies to routine city services including COLT transit rider fares, permits and inspections, cemetery services, and parking fees. Library room rentals, Police and Municipal Court tickets and records, recycling center payments, dumpster rentals and other public works services are also affected.

The city is still evaluating whether to apply the fee to Parks and Recreation, the Loveland Museum, Rialto Theater and Visit Loveland. City Utilities will implement the fee at a later date.

Residents seeking to avoid the surcharge have several options. Electronic funds transfer through automatic bank withdrawal carries no fee, according to the city's EFT authorization form. Other alternatives include e-checks, mailed checks, and in-person payments at the Utility Billing office or drop boxes at the Service Center and Civic Center.

The city previously absorbed card processing costs in its general budget. Under the new structure, cardholders will cover these costs directly—a practice aligned with municipal standards statewide.
