Loveland City Council Aug. 19: housing-code overhaul advances, with ADU and library budgets also moving ahead

Loveland City Council on Tuesday, Aug. 19, moved forward on a set of housing and spending measures led by a first-reading vote on a broad rewrite of the city’s housing standards. The package also included first-reading approval for funding tied to an accessory dwelling unit toolbook and a larger appropriation for the public library roof replacement.

The most far-reaching action was council’s vote to advance the housing-code overhaul, a rewrite of standards in the Unified Development Code aimed at making smaller lots and a wider range of housing types easier to build citywide while keeping some review steps for certain projects in low-density neighborhoods. The measure passed on first reading after debate over impacts in R-1 neighborhoods, with second reading scheduled for Sept. 1.

Council also unanimously approved first reading of a $100,000 supplemental budget for an ADU toolbook, accepting a state grant and adding existing city General Fund appropriations for the project. In a separate budget item, members advanced funding for the public library roof replacement, amending the appropriation up to $1 million after discussion that a larger amount could help avoid delays if hidden damage is found when the current roof is removed.
