Greeley City Council unanimously enters executive session on Civic Campus project
The Greeley City Council voted 7-0 Tuesday to enter executive session for legal advice and negotiating strategy on the Civic Campus project. The closed-door session was the only formal action item on the work-session agenda. Council members said the session would cover legal advice, strategy and instructions to negotiators tied to the project.
Mayor Pro Tem Melissa McDonald made the motion, citing the state statute and Greeley Municipal Code provisions authorizing the executive session. At-Large Council Member Ryan Roth seconded it, and Mayor Dale Hall announced after the roll call that "that motion carries 7-0."
The agenda packet for Item 7 said the executive session was intended to let staff receive instructions from council to inform negotiations on a development agreement for the Civic Campus project. It also said council would be able to request and receive legal advice regarding the project.
The recommended motion in the packet called for an executive session under Colorado Revised Statutes Section 24-6-402(4)(b) and 24-6-402(4)(e)(I), along with Greeley Municipal Code sections 2-151(a)(2) and 2-151(a)(5), "to receive legal advice related to and determine positions, develop strategy, and instruct negotiators about the Civic Campus project."
Agenda materials said the executive session would have no budget impact. The same packet also referenced related Civic Campus actions on the council schedule, including a July 14 special meeting item on a resolution declaring intent to move forward with the project and issue certificates of participation for financing.
