Estes Park Town Board July 14: trustees back early water-rate hikes as housing and neighborhood-meeting code changes advance

Estes Park Town Board members on Tuesday, July 14, signaled support for the early stages of a major water-rate increase plan while also reviewing development-code changes tied to workforce housing and neighborhood meetings. The session centered on how the town may fund major water-system upgrades and how its land-use rules could be adjusted in future rounds of code updates.

The board’s most consequential discussion focused on early water-rate increases tied to the water master plan. Trustees backed moving ahead on the front end of a larger utility overhaul, while asking staff to refine cost estimates, accelerate parts of the timeline and examine ways to place more of the cost on visitors, second-home owners and other nonresident users.

Trustees also gave direction on broader density incentives for workforce housing. In a study session, board members supported expanding incentives beyond multifamily zoning and said they were open to higher densities in more districts, though they stopped short of supporting taller buildings that they said could change community character.

On development process rules, the board generally supported giving the community development director more discretion over neighborhood meetings. Trustees debated when staff should attend and whether additional meetings should be required for more complex proposals, while keeping applicants responsible for organizing meetings, providing notice and submitting written summaries.
