Estes Park Town Board July 14 meeting: trustees turn down Stanley Lot 4 parking, advance policy updates

At its Tuesday, July 14 meeting, the Estes Park Town Board handled a mix of policy decisions, planning discussions and regular business, with one of the clearest outcomes being trustees’ refusal to allow temporary Stanley Hotel customer parking on Lot 4. The meeting also included updates to town policies, a child care planning consensus, a transit presentation and public comment centered on possible housing-density changes.

Trustees signaled they would not allow temporary Stanley customer parking on Lot 4, saying the request conflicted with the voter-approved covenant on the property. The board also gave consensus approval to a child care facility master plan that recommends expanding existing providers and redeveloping current spaces before pursuing new construction, and heard a VIA Mobility Services update reporting that rides in the Estes Park area topped 2,500 in 2025 and are on pace to increase this year.

On board policy matters, trustees unanimously approved an updated public art policy that shifts administration from Public Works to Community Development and clarifies what is not covered as public art. They rejected a proposed civic recognition policy, opting against a formal program for honoring civic and public service contributions, and approved revisions to Policy 671 on funding outside entities, including removal of the Estes Nonprofit Network from the base-funding list as it ceases operations.

The board also approved its consent agenda as a single package, including a resolution declining a BEAD grant award and a change order tied to visitor center parking lot improvement design work. Separately, public comment on housing-density changes focused on opposition to moving ahead with affordable-housing density and related development-code changes before the town completes its broader code rewrite and public review process.
