Loveland unveils Community Placemaking Department name for consolidated city services
Loveland publicly unveiled Community Placemaking Department as the new name for the city division that combines the library, cultural services, and parks and recreation. The announcement came Tuesday during City Council Item 1.5, a presentation rather than a substantive vote, as city leaders rolled out the branding tied to Loveland’s broader “One City, One Team” reorganization.
Kara Kish, director of the unified department, told council the city may be the first in the country to use the name. In a video shown at the meeting, Kish said the department’s purpose is to provide “lifelong access to connections and experiences” and described placemaking as an intentional, action-oriented approach to public spaces and programs. She said the department brings together parks, the library, museum, theater, natural areas, trails, public art, golf courses and recreation centers as part of one system of “public and social infrastructure.”
Kish said the new name reflects the department’s “collective impact” and its role in connecting residents to “the quiet of nature, to knowledge and learning, play, history, health and well-being.” After the video, she thanked the city communications and engagement team for producing it and said the department would share the announcement with the community Wednesday.
The renaming also lands amid broader debate over the city’s earlier consolidation of departments. A Library Board member told council during public comment that the board had not been consulted before the original unification and raised concerns about reduced support for the library, the change from a library director to a manager structure, and reduced library hours.
City documents for the presentation said the consolidated department was created earlier this year as part of a strategic realignment meant to strengthen collaboration across city services. The staff report listed no budget impact and framed the item as a chance to present the department’s new name, purpose and vision to council.
