Greeley council approves consent agenda after pulling legal-services item
The Greeley City Council voted Tuesday to approve consent agenda Items 9 through 20, excluding Item 13, which was pulled for separate consideration. The action allowed the council to advance a package of routine business in one vote while setting aside a proposed legal-services work order tied to the West Greeley project.
The approved consent bundle included meeting minutes; the appointment of Robert Hepperle as the University of Northern Colorado representative to the Human Relations Commission through May 31, 2028; a grant application for peace officer behavioral health support; and acceptance of a $100,800 state supportive-housing grant with an equal local match for tenancy support services expected to serve about 28 households. Council also approved a resolution related to reimbursing up to $38 million in stormwater capital costs with future bond proceeds, a $20.56 million federal RAISE grant agreement for the MERGE project on U.S. 34, and two FAA runway-resealing grants for the Greeley-Weld County Airport Authority totaling $435,000.
The consent vote also covered a resolution finding substantial compliance for the roughly 999.72-acre Arroyos del Sol Annexation, which sets up a public hearing on Aug. 18, and first readings of two ordinances. One would expand contractor licensing requirements to additional trades, including general contractors, roofing, concrete and demolition, with a second reading set for July 21. The other would update city code references to City Hall and related offices, also for a July 21 second reading.
Before the vote, Chair Johnny Olson asked whether any council members wanted to remove an item from the consent agenda. Council Member Craig Huddleston requested that Item 13 be pulled. Olson then called for a motion to approve the consent agenda without that item, and the council approved it 5-0.
Item 13 was Resolution No. 94, 2026, which would have authorized Work Order No. 2 with Coan, Payton & Payne LLC for West Greeley legal services in an amount not to exceed $175,000, funded from West Greeley COP project funds. The agenda packet said outside legal assistance was needed because of significant staff turnover and to help negotiate the winding down of the site after the city decided to pause work on the project. That item was taken up separately after the consent vote.
