Greeley council introduces City Hall code-cleanup ordinance, sets July 21 hearing
The Greeley City Council on Tuesday introduced an ordinance updating municipal code references to City Hall and scheduled a public hearing and second reading for July 21. The first-reading measure would revise code sections on public meeting notices, access to materials kept by the city clerk’s office and payment language for water and sewer bills. City staff described the changes as administrative updates to remove references that are no longer accurate.
Ordinance No. 40, 2026 would amend three sections of the Greeley Municipal Code. In the section governing board and commission meeting notices, it would replace a requirement that notices be posted on the city website and in the public lobby of City Hall with language directing posting on the website and at the location designated by the council under state open-meetings law. In the commercial vehicle section, it would remove wording that says a copy of adopted state rules is available at the city clerk’s office "located in the city hall building," leaving the requirement that the copy be available at the city clerk’s office.
The ordinance also would amend the water and sewer billing section. Current code says bills are due and payable to the director of finance at that office in City Hall; the new language would say bills are due and payable to the director of finance or to the City of Greeley. The rest of that section, including the city’s ability to disconnect water service for delinquent bills and reconnection charges, would remain in place.
Staff said the updates have no fiscal impact and raise no legal issues. The agenda summary says the council has designated 1200 11th Ave. as City Hall, the city clerk’s office is no longer housed there, and the city no longer collects water and sewer bill payments at the finance director’s office. Because of those changes, staff said, several code references to City Hall are no longer relevant or accurate.
Item 20 appeared on the consent agenda. During that portion of the meeting, Ward III Johnny Olson asked whether any council members wanted to pull an item, and Ward I Craig Huddleston asked to pull Item 13. Olson then called for a motion on the consent agenda minus Item 13.
