Greeley council advances Arroyos del Sol annexation, sets Aug. 18 hearing
The Greeley City Council voted Tuesday to approve a resolution finding that the Arroyos del Sol annexation petition substantially complies with Colorado annexation law and to set a public hearing for Aug. 18, 2026. The action, taken as part of the consent agenda, is a procedural step rather than final annexation approval. It applies to about 999.72 acres generally northwest of the State Highway 257 spur, east of Weld County Road 19 and south of the Cache la Poudre River.
City staff had recommended adopting the resolution for Item 18. The annexation covers two parcels owned by the City of Greeley, with a total area that includes 26.13 acres of existing public road right-of-way and a net area of 973.59 acres. Staff materials say the city bought the property with a conservation easement in place so it could be preserved as community open space, and that it has since been named the Arroyos del Sol Natural Area for long-term stewardship as a public natural area.
The compliance finding means the petition met the threshold requirements for moving forward under state law, including contiguity standards. The annexation sheet lists a total perimeter of 32,326.37 feet and a contiguous boundary with Greeley of 9,647.97 feet, above the 5,387.73 feet required to meet the one-sixth rule in Colorado statute. The petition also states that the city, as landowner, owns 100% of the property proposed for annexation.
Staff said the annexation area includes right-of-way for State Highway 257 but excludes the parcel containing Missile Silo Park, in line with discussions with Weld County. The proposed city zoning is Conservation District, while surveyor notes list the current county zoning as agricultural.
Fiscal impacts are expected to be minimal for now, staff said, aside from possible emergency-response and road-right-of-way maintenance considerations. The next step is the Aug. 18 public hearing, when the council is scheduled to consider the annexation further.
