Larimer County commissioners approve consent agenda on 2-0 vote

The Larimer County Board of County Commissioners voted 2-0 Tuesday to approve its consent agenda, advancing a package of routine administrative items without pulling any for separate debate. The bundle included county contracts, board appointments, liquor-license actions, hearing-setting resolutions and other administrative measures. The motion also authorized the chair to sign the findings and resolutions tied to the agenda items.

Commissioner Jody Shadduck-McNally, who chaired the meeting, described the consent agenda as covering "items of no perceived controversy and routine administrative actions" and said any commissioner could ask to remove an item for separate consideration. Before the vote, Shadduck-McNally asked Commissioner John Kefalas whether he wanted any item removed; Kefalas replied, "I do not." Kefalas then moved approval of the consent agenda for June 23, and after no further discussion, the board approved it 2-0.

Among the largest items in the package was a $4,181,948.75 construction services agreement with Coulson Excavating Company Inc. for the county's 2026 resurfacing program, scheduled from summer through fall 2026. Commissioners also approved a $1,035,000 agreement with Signal Behavioral Health Network for substance use disorder services tied to Larimer County Community Corrections, including funding for the STIRT residential and continuing-care programs through June 30, 2027.

The consent agenda also included Amendment Two to the county's home-delivered meals contract with Meals on Wheels of Loveland and Berthoud Inc., extending the term through June 30, 2027 and increasing the contract by $357,841.50 to a new not-to-exceed total of $715,680.50. Another personnel item created a new workers' compensation technician position in Risk Management, a change county staff said would reduce operational risk by adding support to a program that currently relies on a single specialist.

Other approved items included two wildfire-mitigation professional services agreements for Home Ignition Zone work in the Red Feather Lakes area under the Community Wildfire Defense Grant; appointments to the Community Corrections Advisory Board and the Nedrah Acres Public Improvement District; liquor-license renewals for Westlake Liquors and Glen Haven General Store; and a change of manager for Wedgewood Wedding & Banquet Center in Laporte.

Commissioners also approved resolutions setting July 6 public hearings on three proposed public improvement districts — Stanley Heights No. 81, Colland Center No. 82 and Terry Point Estates No. 85 — as well as Board of Equalization arbitrator and referee appointments, an Owl Canyon Road widening letter of understanding with Poudre Valley REA, and a support letter for an Upstate Colorado Economic Development Association planning grant.
